East Arlington merchants on the several blocks of Massachusetts Avenue south of the Capitol Theater announce the inauguration of ''Third Thursdays,'' a monthly series that begins on July 17 from 6 to 8 p.m. Each third Thursday of the month, local businesses will offer special promotions, events and giveaways to highlight the eclectic retail scene and wide variety of restaurants in the area. The Third Thursday series coincides with a move to re-name the shopping blocks between Amsden Street and the theater "Capitol Square" in recognition of their growing reputation as a destination for tasty eats, great movies, and hip shops featuring art, jewelry, clothing, crafts, and one-of-a-kind gifts.
